However, before you go out shopping for your “protective guards”, here are a few things you must keep in mind.
Don’t fall for the snazzy features of a surveillance camera; instead make your choice based on your needs.
If you want to be discreet and do not want people to know that they are being monitored look for compact and wireless surveillance camera. You can either buy a camera which can be hidden in an unobtrusive dome and fitted on the ceiling, or look for camera that comes hidden in ordinary objects like a candle stand, flower vase etc.
If you want to scare potential mischief makers away, you may settle for visible, high resolution wired cameras that can be fitted on the walls or ceiling of your office/home/store.
Whichever camera you choose, do make sure that it either has night vision or is capable of recording images even in low light conditions.
If you are confused between a colored or black and white camera, examine the light conditions in which you would be using the camera, if its low light invest in a black and white camera (as under dim light conditions the output of a black and white and colored camera is almost the same), if you are sure that the available light will always be good, you may invest in a colored camera.
Do make sure that the camera has enough battery back-up, so that it can continue recording even during a power failure.
Your camera accessory needs would be based on the camera you buy and the use you intend to put it to. For instance, you will need a mounting kit if you want your camera to be visible, a ceiling dome or a discreet dome bubble would be ideal if you want to be discreet. You would also need protective housing kits or pendants for your camera, these kits must be tamper proof, especially if the cameras are meant to be used in places like prisons, schools or institutions etc.
To be able to view your camera output over an IP network, you would also need video servers. Do remember the more cameras you have installed, the more number of channels you would need.
Finally, do look for extra camera lenses and batteries, if they suit your needs.

If you want to belong to a spy organization with equipment handy for spying missions, you can create your very own. It can be in a remote location such as the woods or as close as a shed in your own backyard where you keep spy cameras, camouflage clothing, bugs and recorders and allow private access only to certain organization members.
Choose a place to host your spy organization. You can place tables, chairs and all of your gadgets and spy equipment in there. Make sure it’s in a remote or otherwise secure place where people can’t find you.
Step2Buy spy gear such as camouflage clothing, binoculars, walkie talkies, radio and flashlights. You can purchase equipment at the Spy Store (see Resources below).
Step3Find other members to join your spy organization. Make sure they’re people you can trust with private information and that they won’t tell other people about the spy organization or its location.
Step4Brainstorm a great name for your spy organization. Try to come up with something catchy that you can put on business cards one day if your private business takes off.
Step5Start spying by choosing one person to track. Make sure to wear camouflage or dark clothing if you don’t plan to be spotted. This is where you get to use your binoculars, walkie-talkies and flashlights.

I tried Google with electronics projects spy & got some hits.
There will be lots of electronics hobby projects for low budgets on the web.
Depends on what you want to do, but if you want to listen cheaply, an old trick is to use a microphone (or an old speaker from somewhere as a mic) & an amplifier. For those low on budget a simple amplifier can be made from an old transistor radio. Pull it apart & connect the microphone across the volume control. It should have good gain from there. Likely this was originally a scientific american idea.
You can then play with parabolic reflectors to get more gain (directivity).
This works just as well to listen in on all sorts of things. For example put something light-dependent (LDR?) on instead of the mic & you can hear light variations.
